The National Assembly of Zambia is the legislative arm of the Government of the Republic of Zambia, mandated to enact laws, provide oversight of the Executive, and represent the people of Zambia. Through its Parliamentary Training Institute, the National Assembly is committed to strengthening institutional capacity by promoting research, professional development, and continuous learning for Members of Parliament and staff.
The National Assembly is inviting applications from suitably qualified and experienced candidates for the position of Curriculum Development, Research & Training Officer.
The Curriculum Development, Research & Training Officer will be responsible for designing, reviewing, and implementing training programmes and curricula that support the professional development of Members of Parliament, Parliamentary staff, and other stakeholders. The successful candidate will conduct research, coordinate training activities, and ensure that learning programmes align with national priorities, international best practices, and the strategic objectives of the National Assembly.
Develop, review, and update training curricula and learning materials for the Parliamentary Training Institute.
Design competency-based training programmes that address the learning needs of Members of Parliament and staff.
Ensure training materials comply with institutional policies and recognized educational standards.
Review existing programmes and recommend improvements to enhance learning outcomes.
Conduct research to identify emerging training needs and capacity development opportunities.
Develop training manuals, facilitator guides, and participant learning resources.
Coordinate the implementation of training programmes, workshops, seminars, and conferences.
Evaluate the effectiveness of training programmes and recommend improvements based on feedback and research findings.
Monitor and assess the impact of training programmes on organizational performance.
Prepare training reports, research papers, and policy briefs for Management.
Maintain accurate records of training activities and participant performance.
Develop monitoring and evaluation tools to measure programme effectiveness.
Liaise with educational institutions, professional bodies, development partners, and consultants on training initiatives.
Coordinate external facilitators and subject matter experts during training programmes.
Promote knowledge sharing and continuous professional development across the institution.
Perform any other duties assigned by the supervisor.
Applicants should possess:
Full Grade 12 School Certificate with five (5) credits or better, including English.
Bachelor's Degree in Education, Curriculum Studies, Human Resource Development, Adult Education, Public Administration, or another related field from a recognized institution.
A Master's Degree in a relevant field will be an added advantage.
The ideal candidate should have:
Minimum three (3) years of relevant post-qualification experience in curriculum development, training, research, or capacity building.
Experience developing training materials and facilitating professional development programmes.
Experience in research, monitoring, and evaluation will be an added advantage.
The successful candidate should demonstrate:
Strong curriculum development and instructional design skills.
Excellent research, analytical, and report-writing abilities.
Knowledge of adult learning principles and training methodologies.
Strong presentation and facilitation skills.
Excellent communication and interpersonal skills.
Ability to manage multiple projects and meet deadlines.
Strong organizational and planning skills.
Computer literacy, including proficiency in Microsoft Office applications.
High level of professionalism, integrity, and attention to detail.
Successful candidates should be willing and able to:
Coordinate and facilitate training programmes within and outside Lusaka.
Work with diverse stakeholders, including Members of Parliament, public officers, and development partners.
Occasionally travel to support institutional training activities.
Work under tight deadlines while maintaining high-quality outputs.
